In the heavily Catholic Philippines,
clergy members are beginning to rise up against President Rodrigo Duterte’s ruthless drug war. But the priests are also fighting against
a 2012 law to provide free contraception to the country’s 100-million people,
many of whom are desperately poor. Duterte, who once bragged about throwing a man
out of a helicopter, isn’t your typical progressive. But this January, he stepped in to enforce that law with an executive order to ensure access to
reproductive health and sexual education, opening a new front in his battle with the church…
and the country’s conservatives. Inside one of the busiest maternity wards in the world, nurse John Paul Domingo counsels young
mothers on the benefits of family planning. Birth control has long been available in the Philippines, but for decades, only a sliver
of the population could afford it. In January, President Rodrigo Duterte signed an executive order that will make contraception free for everyone by 2018, in an effort
to reduce poverty nationwide. — Is this something that you planned? — The Philippines is one of few countries that
has seen an increase in adolescent birth rates, and maternal mortality is also high. Before the executive order went into effect,
women who couldn’t afford birth control tried cheap and potentially risky alternatives,
like these herbal potions, sold in many of Manila’s markets,
alongside crosses and religious charms. These healthcare workers are taking to the streets to distribute free birth control
and contraceptive information. — So one of the main reasons why Duterte is
pushing for this contraception to be available is because of the economic situation
facing women in communities like this, who are having large numbers of children and
not being able to afford to pay for their upkeep. — Community mobilizers like Nene Armayan
go door-to-door in poor neighborhoods, where families earn just a few dollars a day. — They also help transport women to
nearby clinics to get the services they need. Before January’s executive order, the
Likhaan Center for Women’s Health, an NGO, was one of few places where low-income women could get access to all kinds of contraceptives free of charge. 36 year-old Jenalyn Arong is a mother of seven. — How difficult it is for you
to raise children in your situation? — She came here to have this
contraceptive implant inserted in her arm. — But the church and conservative congressmen
continue to challenge Duterte’s executive order. — Bishop Broderick Pabillo is one of many high-ranking
public figures opposed to the executive order. — What do you think
the church’s responsibility is here? — But if they choose to have contraceptives… — That’s something that you’re discouraging. — But this is… obviously it’s not working. — Don’t you think your position on
contraceptives undermines that? Congressman Jose Atienza, Jr., of the “Life” Party,
is one of a handful of politicians leading the legal battle to block access to
contraception in the Supreme Court. — What if they’re having sex? — There are mothers in these
neighborhoods that are 15-, 16-years-old. — But community health workers say
that those resisting the executive order are putting politics over women’s lives. — They equate contraception with abortion,
and, therefore, they want it to be totally illegal. They’re forcing women not to use contraception. But that would be driving them into unintended and even unwanted pregnancies, which actually cause abortions. And there are so many poor. And the poorest know that contraceptives help them. Help women, help their families,
and help against poverty.

  • the chruch isnt realistic. their way is to not have sex unless its for making babies. no ones gonna do that. and those that do will live sad unhappy lives. sex is a basic human need. to deny people sex is to spread suffering. people deprived of sex often turn to other things to satisfy their needs. ive seen numbers showing that most child molesters and rapists are sexually deprived. i wouldnt doubt that sexual deprivation led them down some terrible paths. we dont want to removed sexual human interaction. since sex is a basic need it keeps people mentally healthy. so there is only one real option. birth control. i know the church doesnt like it but sometimes you have to make certain acceptions for the greater good of the people. if this will lower the poverty rate and make it easier for the poor to care for their babies they already have. this is very important. i know the church would rather that people just not have sex at all, but that isnt ever going to happen. ever.. even priests tend to turn into child molesters because they are sexually deprived. this is very unhealthy behavior that endangers the community by causing sexual deprivation in the population.

  • a country should have a fertility rate of atleast 5.0 children per woman or more to be classified by UN as a high fertility rate country… and philippines 2016 have only 3.06 per woman… the last time philippines have a fertility rate of more than 5 is in 1982… fertility rate in the philippines is actually decreasing even without any government intervention…

Condoms should not be made available to minors, instead they should be taught good manners, must involve themselves in other activities such as sports, etc… To expose minors to condoms would spike lust within the minds of the youth.. Yes, we Filipinos should have a family planning but we should not allow our minors to be like those in the United States wherein minors do not care about morality or the need to abate sex before marriage as long as one is protected through condoms, pills, etc….     Don't want to bore you with all the details but short version, the bible is not completely against abortion. the closes one that mentions abortion is Exodus 21:22-25, which in summery means if a man(husband) beats a woman(wife) which until she miscarriage and only miscarriage, the man only has to pay a FINE unless the husband hurts the woman at other parts like bruise her, only after that can he be punish. In other words if I only hurt the fetus not the mother I'll just have to pay.

  • It is powerful religious organisations like the Catholic Church that MAKE SURE that there is no sex education, no easily available contraceptives and no safe, legal abortions that are to be blamed. That should not come as a surprise. The total ban of contraceptives is exactly 50 years old (in 2018); the Pope who installed it was made a saint just a few month ago. And still, people seem not to know about its consequences in poor countries, where it is actually forced on the most vulnerable of people, poor women (in often still patriarchal structures) without much education.

    This is a form of coercion that nobody talks about. I guess, because Churches often do charitable work, we all shy away from calling them out for their "anti-contraceptive crusade". But we should speak up!

    Those women`s lives matter. They have the right to learn early about sex, contraceptives (and have easy access to them) and yes, even safe, legal abortions. But we seem to walk backwards on this women`s rights issues instead of making progress – in the US, people in Alabama and West Virginia just voted for a restriction of legal abortion, making it quasi impossible to obtain one. Why? Because only religiously motivated people talk about those issues. We (the majority of the population) remains uncomfortable about taking a stance. But that means that WE allow to let ideologues have their way and meddle with innocent peoples lives.

    The article could also have mentioned the "Global Gag Rule/Mexico City policy" which allows the US government not to give any aid money to organisations with even the whiff of "abortion" around them – which is (mis)used as an excuse not to give money to organisations that hand out contraceptives either. It is the Republicans who are for this global gag rule: they have to satisfy their ultra-religious voter base.

    The same voter base that sends out missionaries to poor countries, e.g. in the Philippines and Africa. Where they not only make the access to contraceptives impossible but they actually speak out against them! Often in drastic ways.

    Without this knowledge, the situation in Africa is not to be fully understood. Westerners often think African women are well informed and just chose to not use contraceptives. This is plain wrong.

    The amount of coercion (by the Catholic Church, Evangelical missionaries, male local clerics of Islamic faith, "patriarchal elders", often even their Government) and mental pressure (often physical too, e.g. by husbands who force their wives to have more children) put onto women is immense.

    We owe it to them to look soberly at the situation, to help. Even if it makes us uncomfortable.

    (Coercion of women is still a problem in Western countries, too. E.g. in cults or ultra-religious groups. A taboo topic – but it should not be!)

  • I am living both Malaysia and Indonesia … Anyone can get contraceptive pills/condoms in both these countries, both countries has special family planning clinics … I am shocked to see Phillipine doesn't have these til year 2017!

  • The Philippine govt. should make the Catholic Church pay to support all of the street children in that country. I worked in the Philippines for 39 months. The women that I had relationships with were well educated and got Depo Provera shots in the ass quarterly. However, the very large underclass in that country is enormous. When I worked there 25 percent of the inhabitants of Metro Manila were homeless. So many Pinoy men only earn Philippine minimum wage, whenever they can get incremental work. So many poor people cannot even send their children to public schools because they cannot affor the basic supplies, school uniform, "baon" (lunch) A growing chilled has to be adequately nourished to do well in school. I am from a Catholic Family. However, after working in the Philippines all that time…..I have nothing but total disgust for the Catholic Church. Most of the Pinoys are very nice people. If they can only afford two small meals a day of a small portion of rice, some "patis" fish sauce for flavor and strong purine protein, and a small piece of boiled vegetable……..how are they going to afford to afford birth control? These women get abortions by going to "hilots" (midwives that provide abortion services by crushing the fetus with massage so the poor women can then get rid of that reside of bloody mess. The Catholic Church keeps those people in bondage.

    When God said to the first couple to become many and fill the earth it was simply because the earth was empty and needed to be populated, infact that command was not repeated to the christians of the first century therefore does not apply to who wants to serve God today.

    The catholic church don't study the scriptures, they only make up their own rules to keep people in fear. This is one of the many lies they teach.

  • It's better to regret not having a kid then to regret having a kid. Birth control also helps with more then just reducing pregnancy and saves millions a year(females and males)
